How to make a comment?
1. Use this
to open a comment box for your chosen Section, Part, Heading or clause.
2. Type your feedback into the comments box and then click "save comment" button located in the lower-right of the comment box.
3. Do not open more than one comment box at the same time.
4. When you have finished making comments proceed to the next stage by clicking on the "Continue to Step 2" button at the very bottom of this page.
Important Information
During the comment process you are connected to a database. Like internet banking, the session that connects you to the database may time-out due to inactivity. If you do not have JavaScript running you will recieve a message to advise you of the length of time before the time-out. If you have JavaScript enabled, the time-out is lengthy and should not cause difficulty, however you should note the following tips to avoid losing your comments or corrupting your entries:

DO NOT jump between web pages/applications while logging comments.

DO NOT log comments for more than one document at a time. Complete and submit all comments for one document before commenting on another.

DO NOT leave your submission half way through. If you need to take a break, submit your current set of comments. The system will email you a copy of your comments so you can identify where you were up to and add to them later.

(5) In accordance with the Higher Education Support Act 2003, and the Guide to Special Circumstances Decision-Making, students are entitled to remission of debt or fee liability where the Nominated Officer or Reviewer is satisfied that: (6) A student cannot apply for remission if the relevant subject has been successfully completed, and they have achieved a passing grade and obtained credit points. (7) The Student Services and Amenities Fee cannot be remitted under any circumstances. (8) A domestic full fee-paying student can follow these Procedures to apply to have an upfront payment of a tuition fee refunded after census date. (9) To meet initial Threshold Criteria, students must have: (10) The Manager, Academic Services (as the Nominated Officer) will determine whether an application meets the Threshold Criteria and, where these are met, further assess the application to determine if Special Circumstances exist. (11) The criteria for determining if Special Circumstances exist for remission of debt or fee liability are specified by the Commonwealth Government. (12) In accordance with Administration Guidelines, the Manager, Academic Services (as the Nominated Officer) must be satisfied that all of the following criteria listed below apply to the student: (13) Circumstances that make it impracticable for the person to complete the requirements are set out in Section 14 of the Administration Guidelines. (14) Special Circumstances are not deemed to exist where the basis of the circumstance is: (15) Students in receipt of Fee-HELP through Open Universities Australia (OUA), whether for enrolment in a course or Single Subject, must apply through OUA for a remission of fee liability. (16) All other students must use the Application for Remission of Debt or Fee Liability Form (available from the Student Forms webpage) and include: (17) Provision of a statutory declaration or a medical certificate is not sufficient. At a minimum, a detailed letter from a medical professional must include: (18) Documents in languages other than English must be translated by a NAATI-accredited translator, with both the original and a certified copy provided. (19) An application for remission must be made: (20) Students may seek a formal extension to the initial 12-month application period where they: (21) In these circumstances, students must first submit a query via ASK La Trobe. The Manager, Academic Services (as the Nominated Officer) will assess the student’s grounds for the delay and advise whether their application for remission may proceed. Where an extension has been granted, students will be advised of the application and documentation requirements for their circumstances and must submit their application within ten (10) business days. (22) If the University knows, or believes, that a student has provided false or misleading information in their application for remission of debt or fee liability, the University: (23) The Manager, Academic Services (as the Nominated Officer) will notify the applicant of the outcome by email as soon as practicable. (24) A notification will include: (25) The University considers that where it is determined that Special Circumstances exist, and that remission is warranted, this also warrants reconsideration of any fail grades or academic progression outcomes incurred as a result. Thus, where the Manager, Academic Services (as the Nominated Officer) approves an application for a remission: (26) The Manager, Academic Services (as the Nominated Officer) will notify the Australian Government of decisions to remit for students covered under HESA via the University’s Tertiary Collection of Student Information (TCSI) system every seven (7) days. (27) Outcomes for international students are reported, where applicable, to the Department of Home Affairs (DHA) under the provisions of the Enrolment Policy. (28) A student may seek an internal review of a decision made under this Procedure. The University’s Reviewer may reconsider the decision where satisfied that there is sufficient reason to do so. A formal request for review must: (29) The Reviewer is an officer who was not involved in the original decision and who is senior to the officer who made the original decision. The Reviewer, is nominated by the Director, Student Administration and is currently the Deputy Director, Academic Services. (30) The Deputy Director, Academic Services (as the Reviewer) must acknowledge receipt of an application for review, and if received in time must also: (31) The Deputy Director, Academic Services (as the Reviewer) will notify the applicant by email of a decision to confirm, vary, or set aside the initial decision. A notification will include: (32) Domestic students (apart from full fee-paying domestic students who are seeking a refund of upfront payment of tuition fees) who are not satisfied with the outcome of the University’s internal review may apply to the Administrative Review Tribunal (ART) for a further review. Applications must be made within 28 days from the date the review decision is received by the student. Outcome letters will advise students of the contact details of the closest ART Registry and the approximate costs of lodging an appeal with the ART. (33) International students and full fee-paying domestic students seeking a refund of upfront payment of tuition fees, who are not satisfied with the outcome of the University’s Internal review, may apply to the University Ombudsman for a further review of the matter, in accordance with the Ombudsman Statute and Regulations, or lodge a complaint with the National Student Ombudsman. (34) Records for remission of debt proceedings are stored in accordance with the Records Management Policy.
